COMMUNIQUÉ ON THE RESULTS THE 9th NATIONAL CONGRESS OF THE VIET NAM UNION OF SCIENCE AND TECHNOLOGY ASSOCIATIONS

The 9th National Congress of the Viet Nam Union of Science and Technology Associations (VUSTA), for the 2026 – 2031 Term, was held from 27 to 28 August 2026 in Ha Noi.
The Congress was attended by 489 official delegates representing 126 member associations, including 92 national sectoral science and technology associations and 34 provincial and municipal unions of science and technology associations; 3 affiliated public service units; 575 affiliated science and technology organisations; and the VUSTA Office. The Congress also welcomed 130 invited guests, including current and former leaders of the Party, State and Viet Nam Fatherland Front; leaders and representatives of central-level Party committees, ministries and agencies, the Party Committee of the Viet Nam Fatherland Front and central-level mass organisations, the Central Committee of the Viet Nam Fatherland Front; representatives of member organisations of the emulation blocks/clusters of socio-political organisations and unions of associations; leaders of provincial and municipal Party Committees; and former leaders of VUSTA over different periods.
1. Assessment of the 8th National Congress Term
The Congress endorsed the assessment of the implementation of the Resolution of the 8th National Congress of VUSTA for the 2020 – 2026 Term. VUSTA successfully fulfilled its role in bringing together, uniting and promoting the creativity of the science and technology (S&T) intellectual community, making effective contributions to the country’s socio-economic development. It served as a trusted bridge between the Party and State and the S&T intellectual community, contributing to political and ideological stability among intellectuals and to the building of a strong Party and State apparatus.
As an active and responsible member of the Viet Nam Fatherland Front, VUSTA actively contributed to building and strengthening national solidarity and the strength of the entire political system. These efforts have yielded significant results and further affirmed the important position and role of Viet Nam’s S&T intellectual community.
2. Contents and Outcomes of the 9th National Congress
The Congress adopted the Overall Objective, 11 specific targets, and five groups of key tasks and solutions, including: (i) Strengthening policy advice, consultancy and social critique to institutionalise and concretise the Party’s directives, the State’s laws and the Viet Nam Fatherland Front’s guidance, thereby creating an enabling environment for intellectual creativity; (ii) Renewing approaches to mobilising intellectuals, rejuvenating the intellectual community and consolidating the organisational structure to meet new requirements; (iii) Promoting creativity and breakthroughs in professional activities, coupled with comprehensive digital transformation and the development of the “VUSTA Digital” Ecosystem, to effectively implement Politburo Resolution No. 57-NQ/TW dated 22 December 2024; (iv) Renewing the content and methods of operation of the VUSTA system; and (v) Strengthening international cooperation in S&T and attracting global intellectual talent.
Professor, Academician Châu Văn Minh, former Member of the Party Central Committee, Part-time Vice President of the Central Committee of the Viet Nam Fatherland Front, Deputy to the 14th National Assembly, and Secretary of the Party Committee of VUSTA, was elected President of the Viet Nam Union of Science and Technology Associations for the 9th Term, 2026 – 2031.
Professor, Academician Đặng Vũ Minh was elected Honorary President of the Viet Nam Union of Science and Technology Associations for the 9th Term, 2026 – 2031.
Doctor Ngô Đông Hải, Deputy Chair of Commission for Publicity of CPVCC was elected part-time Vice President, Professor, Doctor Trương Xuân Lam and Associate Professor, Doctor Phạm Ngọc Linh were elected Vice Presidents of the Viet Nam Union of Science and Technology Associations for the 9th Term, 2026 – 2031.
