Cooperation in scientific and educational between VUSTA and the Moscow Power Engineering Institute
Hanoi May 25th, the Vietnam Union of Science and Technology Associations (VUSTA) hosted a reception and working session with the delegation of the Moscow Power Engineering Institute (MPEI) led by Professor Doctor of Science Rector Nikolai Dimitrievich Rogalev.

Overview of the working session between VUSTA and MPEI
Giving his welcoming remarks, Prof. Dr. Sc Phan Xuan Dung, President of VUSTA emphasized that Vietnam and the Russian Federation have a great traditional friendly relationship strengthened through generations. On that basis, the cooperation between VUSTA and universities, institutes and scientific organizations of the Russian Federation has been deepened alongside several practical outcomes.

Prof Phan Xuan Dung said, over the past years, the cooperation in various sectors such as scientific research, training, academic exchange and international cooperation between VUSTA and MPEI has been efficiently implemented. This meaningful visit of the delegation of MPEI represents a great contribution to the friendly relationship, boosting cooperation between the two sides in science and technology, education and training in the new period.
At the working session, President of VUSTA Phan Xuan Dung also gave brief on development and role of VUSTA in the socio-political system of Vietnam. Currently, VUSTA is a largest organization uniting science and technology intellectuals with approximately 2.2 million members. VUSTA operates through the network of 34 provincial associations, 91 national associations and more than 500 affiliated science and technology organizations.
The science and technology intellectual workforce of VUSTA has a great contribution in counseling, social consultancy evaluation regarding national large-scale programs and projects; conducts scientific research, applies technology in daily life; praises and encourages creative innovation. The contribution has been recognized by the Communist Party and the State through noble rewards to specialists and scientists.
Especially, Prof. Phan Xuan Dung emphasized the contribution of training and research units of the Russian Federation, including MPEI, with regard to the development of Vietnamese science and technology intellectuals. Many scientists and specialists of Vietnam having chances to study abroad in Russia and have become the core workforce in science and technology and management.
In the context of Vietnam stepping in the new period with the demand for rapid and sustainable growth, President of VUSTA Phan Xuan Dung recommended the two sides to promote deep cooperation in training and technology exchange, especially in the fields of nuclear power, artificial intelligence, digital transformation and other advanced technology fields. Furthermore, the two sides have to coordinate to organize seminars, scientific forums and develop joint research projects based on the advantages of each side.

Speaking at the meeting, Prof. Dr. Sc Rogalev N.D expressed heartfelt thanks to the warm and close welcoming of VUSTA and spoke highly of the relationship with Vietnam.
According to Prof. Rogalev N.D, despite the cooperation with more than 70 countries around the world, the cooperation with Vietnam has always been special. This is not merely international cooperation but a deep connection based on more than 70 years of trust and mutual support in training, science and technology development.
He said that MPEI is one of the leading universities of the Russian Federation in the field of energy, electrical engineering, radio electronics, information technology and nuclear power. Currently, the institute has around 24,000 students with more than 2,200 lecturers and scientists.
During the development progress, MPEI has trained around 600 engineers, more than 120 doctors and 10 science doctors. Many the institute’s alumni have held significant positions in state management units, universities, research organizations and energy corporates in Vietnam.
Prof Rogalev N. D reiterated the working visit of the delegation of VUSTA to MPEI led by Prof. Phan Xuan Dung this year. During the visit, President of VUSTA Phan Xuan Dung was bestowed the title of Honorary Professor, a recognition for the growing cooperation between the two sides.
At the meeting, Prof. Rogalev N. D was awarded a commemorative medal of VUSTA for the recognition for his contribution and MPEI in promoting science, education cooperation and friendly exchange between Vietnam and the Russian Federation.

Giving his speech after receiving the medal, Prof. Dr. Sc Rogalev N.D said this is not only his personal honor but an award for the people of MPEI – who have accompanied and strived for the development of the cooperation with Vietnam in several sectors.
Also at the working program, Dr. Sc Nguyen Quoc Hung, Director of the Institute of Culture and Economy (affiliated unit under VUSTA) signed a cooperation agreement with MPEI aiming to promote research, training, academic exchange and the implementation of specific cooperation programs in the time to come.

The results of the working session did not only contribute to deepening the cooperation between VUSTA and MPEI but also continue to affirm the role of science and education cooperation in promoting the comprehensive strategic partnership between Vietnam and the Russian Federation to ensure its substantive and efficient development.

Prior to the working session, the delegation of MPEI had a visit and was introduced about exhibits in the traditional room of VUSTA
The Moscow Power Engineering Institute (MPEI) is the leading training and research center of Russia in the field of energy, electrical engineering and information technology. MPEI has a long-term special traditional relationship with Vietnam since Russia started to receive Vietnamese students in 1953. In addition, the country was honor to welcome President Ho Chi Minh to visit in 1954.
On April 30, 2026, Prof.Dr.Sc Phan Xuan Dung, President of the Vietnam Union of Science and Technology Associations was honor to be bestowed the title of Honorary Professor by MPEI. He is the first Vietnamese citizen to achieve the noble academic title by MPEI for enduring contribution in scientific research, boosting green energy and strengthening core technology cooperation between Vietnam – the Russian Federation.
