Tuyen Quang: Holds consultation workshop on three Draft Laws for the 16th National Assembly

On the afternoon of July 30, 2026, the Tuyen Quang Union of Science and Technology Associations organized a consultation and social critique workshop to gather comments on three draft laws in preparation for submission to the National Assembly’s 2026 thematic session on lawmaking.

The draft laws under review included: (1) the Law on Amendments and Supplements to a Number of Articles of the Law on Radio Frequencies, the Law on Telecommunications, the Law on Electronic Transactions, and the Law on Technology Transfer; (2) the Law on Amendments and Supplements to a Number of Articles of the Law on Vietnamese Workers Working Abroad under Contracts; and (3) the Law on Amendments and Supplements to a Number of Articles of the Law on Architecture.

Representatives from the Vietnam Fatherland Front Committee of Tuyen Quang Province, leaders of provincial departments, agencies, mass organizations, member organizations, and experts in consultation and social critique attended the workshop.

Overview of the consultation and social critique workshop on three draft laws

Participants agreed that the proposed laws are of urgent importance, as they will help promptly institutionalize the Party’s and the State’s policies, remove institutional bottlenecks, and further align the legal framework with the country’s socio-economic development and international integration.

At the workshop, delegates highly commended the thorough and rigorous preparation of the central drafting agencies. They noted that the draft laws are generally well grounded in practical realities and incorporate significant improvements in legislative drafting techniques and the institutionalization of Party and State policies. However, to ensure greater consistency, coherence, and enforceability once the laws come into effect, delegates put forward a number of comments and recommendations to the drafting agencies on each of the three draft laws, as follows:

Regarding the draft Law on Amendments and Supplements to Four Laws (the Law on Radio Frequencies, the Law on Telecommunications, the Law on Electronic Transactions, and the Law on Technology Transfer), delegates recommended that the drafting agency thoroughly review the proposed provisions to avoid overlaps with existing legislation, including the Law on Data and the Law on Cyber Information Security. They also proposed clearly delineating matters that should fall under the legislative authority of the National Assembly from those that should be delegated to the Government for detailed regulation through subordinate legislation, in accordance with the Law on Promulgation of Legal Normative Documents, thereby ensuring consistency, flexibility, and coherence within the legal framework.

Regarding the draft Law on Amendments and Supplements to the Law on Vietnamese Workers Working Abroad under Contracts, delegates recommended introducing additional mechanisms to better safeguard the lawful rights and interests of Vietnamese workers in the digital environment. They also called for accelerating digital transformation in the management of records and administrative procedures, while enhancing transparency regarding the costs incurred by workers going abroad under contract.

Regarding the draft Law on Amendments and Supplements to the Law on Architecture, delegates proposed clarifying policies governing the management of architectural and landscape spaces in association with local cultural identity, promoting green architecture, and simplifying the procedures for issuing architects’ practicing certificates to facilitate the work of businesses, architects, and the construction workforce.

All comments and recommendations on the three draft laws will be compiled by the Tuyen Quang Union of Science and Technology Associations and submitted to the Tuyen Quang Provincial Delegation of National Assembly Deputies for forwarding to the National Assembly and the drafting agencies for further study and refinement before the draft laws are submitted to the National Assembly for consideration and adoption.
