Support and attract out-of-province workers to meet the industrial development needs of Bac Ninh Province

September 25th the scientific conference themed “Current situation of supporting and attracting labour forces from other provinces to meet the requirements of the industrial development of Bac Ninh province” was organized.

The conference was held under the cooperation between Bac Ninh province Union of Science and Technology Associations and Institute of Vietnam and World Economics.

Attending the Conference are specialists from the research institutes under Vietnam Academy of Social Sciences; representatives of provincial Fatherland Front Committee, Department of Home Affairs, Department of Science and Technology, industrial park management Board, Provincial Labor confederation, outstanding corporates such as Goertek Vina, Hong Hai Science and Technology Group; representatives of Universities, Colleges in Bac Ninh province.

Dr. Nguyen Dinh Chuc, Director of the Institute of Vietnam and World Economics and Dr. Ngo Chi Vinh, President of the Bac Ninh Union of Science and Technology Associations co-chair the Conference.

Overview of the Conference

Bac Ninh is one of the provinces having high level of industrialization, modernization and urbanization, with a massive amount of concentrated industrial parks, attracting more than 500 thousand labour forces in and outside of Bac Ninh province. Especially, labour forces from other provinces make up for 64% of the total labour forces in the province and play a vital role in the industrial development, contributing to boosting the economy and labour shift in the province. However, in the context of other provinces are also striving to develop, the need for labour forces grows. It is important to either attract and to retain labour forces from other provinces, which is essential and meaningful for the stable development of corporates.

At the Conference, the delegates focused on analyzing situation of labour force market in Bac Ninh province and the fluctuation of labour force supply and shared experiences of corporates in attracting and retaining human resources from other provinces through salary and bonus policies, training, dormitory, traveling assistance and business culture. The delegates emphasized the role of the labour confederation organization in ensuring living and working conditions of workers from other provinces, realizing challenges from current policies on working, social welfares and vocational training for labours from other provinces under the opinion of specialists.

In order to attract and retain labour forces from other provinces, the delegates suggested some resolutions as follows: Performing well in forecasting to attract labour forces; Building social housing areas, dormitories near working places; Creating favourable conditions for credit loans for workers to buy houses or rent accommodations; Enhancing inter-provincial cooperation in consulting, recommending jobs and organizing mobile trading platform; Boosting insurance, healthcare, childcare policies, forming an attractive working environment with promotion opportunities; Reforming administrative procedures related to temporary residence, temporary absence, social insurance registration for workers from other provinces...

The conference is a practical forum contributing to efforts of the Government, corporates and the labour confederation organization to clearly assess the situations, find practical solutions, synchronized and sustainable, in order to support and attract high-quality labour forces from other provinces, the key factor to bring Bac Ninh into a few phase of industrial development.

The Bac Ninh Union of Science and Technology Associations and Institute of Vietnam and World Economics signed a period of 2025-2028 cooperation agreement. This cooperation agreement includes the goal of closely connecting and cooperating between the two organizations in research work, applying science and technology, consulting, discussing policies, training social science staff to serve the socio-economic development of Bac Ninh province; creating favourable conditions for scientists in the Institute to take part in science and technology research for the development the Bac Ninh province.

Cooperation Agreement Signing Ceremony

The cooperation agreement is the foundation for both sides to build annual cooperation plans in order to efficiently take advantage of the resources, strengths of both side to reach set goals. At the ceremony, leaders of the two organizations expressed delight and belief in the opportunities brought by the signing ceremony for the development of both sides and suggested units under both sides build detailed plan for annual cooperation missions to efficiently implement in the time to come after the agreement was signed.
