According to the drafted Research Report for reviewing presented at the seminar, the proposal was built thoroughly, devotedly with logical, detailed structure and content; documents, annexes ensure evidences on goals and implementation process. It has fundamentally taken advantage of recommendations from related departments and units. However, name, structure and content of the drafted proposal remain some gaps and unsuitable issues with the designated goals. Therefore, continuing to do more research on amendment, addition, completion is essential.

Discussing at the seminar, the participants agreed that it is significant to introduce the proposal and regarded this to be a vital step for Thanh Hoa to be one of the first to join in the trend of semiconductor industry development. Meanwhile, delegations also gave recommendations to make scientific and practical evidences more obvious in introducing training program closely associating with national strategy; add assessment on potential, advantages and challenges of the province; forecast labour forces demand according to each level; and clearly define responsibility of training units in implementing.

The proposal requires clear schedule and specific mechanisms, policies to develop a team of lecturers, invest in infrastructure, widen international cooperation and strengthen connection with businesses. This is the key factor for ensuring both feasibility and investment attractiveness.

After this seminar, The Union of Associations took the responsibility to complete report to submit to the Provincial People’s Committee considering and making a decision. The Committee will then forward it to the drafting body for incorporation of comments and finalization./.
