The eighth National Congress of Vietnam Union of Science and Technology Associations
On December 24th and 25th, 2020, the 8th National Congress of the Vietnam Union of Science and Technology Associations for the 2020-2025 term was held in Hanoi.

In his opening speech at the Congress, Mr. Dang Vu Minh, President of Vietnam Union of Science and Technology Associations of the 7th term stated that over the past five years, VUSTA has implemented Resolution No. 27-NQ/TW of the Party Central Committee (10th term) on “Building the intellectual workforce in the period of industrialization and modernization of the country" and Directive No. 42-CT/TW of the Politburo (10th term) on “Continuing to renew and improve the quality and efficiency of Vietnam Union of Science and Technology Associations's activities in the period of industrialization and modernization of the country," the Strategy for the Development of VUSTA by 2020, and the Resolution of the 7th National Congress (2015-2020). VUSTA has made important progress and achieved many results in various aspects: consulting, criticism and social appraisal; scientific research and technology development; environmental protection; education and training; information and knowledge dissemination; community development and poverty reduction; motivating people to participate in creative scientific and technological activities and honoring intellectuals; international and domestic cooperation. Particularly, the consultancy, criticism, and social appraisal activities of VUSTA have played an increasingly important role in reflecting the honest and objective opinions of the scientific and technological intellectual workforce and making positive contributions to the Party and State's policy-making and the country's socio-economic development programs.
Prime Minister Nguyen Xuan Phuc delivered a speech at the Congress
At the congress, Mr. Nguyen Xuan Phuc, member of the Political Bureau and Prime Minister, attended and delivered directives. The Prime Minister expressed profound expectations and great confidence in intellectuals, the Vietnamese scientists. He emphasized that never before has the topic of science and technology been comprehensively mentioned as it has been in recent years, from smart agriculture to the fourth industrial revolution; especially the digital transformation process is taking place deeply and widely in many fields, in many countries, and Vietnam is determined not to miss the this opportunity and not to be left behind.
The Prime Minister evaluated that the Vietnamese intellectuals have been and are increasingly maturing, innovating both in quantity and quality, with confidence and increasing ability to integrate into regional and global playgrounds. At the same time, the Prime Minister expressed confidence in Vietnam's clear path in the future. The path to escape the middle-income trap, the path to become a prosperous country and a strong nation by 2045 can only be the path of knowledge and intelligence, science and technology, continuous innovation and creativity without stopping.

The political report at the congress affirmed that since its establishment in 1983, VUSTA has always affirmed its important position and role as a gathering organization and a platform to promote the creativity of Vietnamese intellectuals, both domestically and internationally. This has significantly contributed to the development of the national scientific and technological potential, socio-economic development, and national defense and security. VUSTA has grown stronger with 152 member associations, gathering millions of members, and its activities have become increasingly diverse in number and form. VUSTA has been awarded the Ho Chi Minh Medal, Independence Medal, and many other prestigious awards.
In the period from 2015 to 2020, VUSTA has made progress in terms of scale, quality, and effectiveness of activities, developing a system from the central level to provinces and cities, creating a good environment for unity among intellectuals in science and technology, nurturing patriotism, political consciousness, and citizenship responsibility in organizational activities. It has become a reliable source of knowledge for the Party and State in advising on major issues related to guidelines, policies, and strategies, proactively promoting social consultation, criticism, and evaluation, contributing to strengthening scientific evidence for large-scale programs, projects, and initiatives.

The 8th National Congress of VUSTA elected 192 members to the Central Council. At the first meeting of the 8th Central Council, the delegates elected the Presidium, Inspection Committee, and Standing Committee of the 8th term. Mr. Phan Xuan Dung, Member of the Party Central Committee, member of the National Assembly's Standing Committee, and the Chairman of the Science, Technology, and Environment Department of the National Assembly, was elected as the President of VUSTA for the 8th term; and Professor Dang Vu Minh, President of VUSTA for the 7th term, was elected as the Honorary President.
