Effective coordination of administrative procedures in International Non-Governmental Organizations

June 6, 2025, in Hanoi, the Ministry of International Affairs organized a conference titled “Evaluating the Effectiveness of Administrative Procedures, Sharing Experiences in Building Databases and Online Public Services for International Non-Governmental Organizations (INGOs) in Vietnam.”

The conference was chaired by Deputy Minister of International Affairs, Mr. Ngô Lê Văn, Chairman of the Committee for International Non-Governmental Organizations. Nearly 200 delegates from central ministries, local authorities, and INGOs operating in Vietnam attended the event.

In his opening remarks, Deputy Minister Ngô Lê Văn welcomed the participants from various ministries, sectors, localities, and INGOs. He acknowledged the significant role of INGOs over more than 60 years of operation in Vietnam, contributing positively to the country's socio-economic development and improving the living standards of its people. It was emphasized that the Ministry of International Affairs would continue to review and to perfect the legal framework, simplify administrative procedures, and promote digital transformation in managing INGOs to support their effective operations.

The conference featured a comprehensive report by the Department of International Affairs and Cultural Diplomacy, Ministry of International Affairs, sharing the results of a survey evaluating the effectiveness of administrative procedures related to the activities of INGOs. The report also discussed experiences in building databases and online public services. Representatives from central agencies and localities presented reports, praising the effectiveness of administrative procedures related to INGOs managed by the Ministry of International Affairs and the focal agencies of the Committee for International Non-Governmental Organizations. They shared practical experiences, identified existing issues in registering and managing FNGO activities in Vietnam, and proposed recommendations and solutions to enhance the operational efficiency of these organizations.

At the conference, Ms. Nguyễn Thị Thanh Huyền, Deputy Head of the Science and International Cooperation Department of the Vietnam Union of Science and Technology Associations (VUSTA), had a presentation about "Evaluating Administrative Procedures Related to the Registration and Management of FNGO Activities." She highlighted that VUSTA has consistently received close coordination from the Ministry of International Affairs and members of the Committee for International Non-Governmental Organizations in guiding, appraising, monitoring, and managing foreign aid programs and projects implemented by its affiliated organizations in collaboration with international partners. VUSTA has also actively and promptly contributed to the amendment and extension of operating licenses for INGOs in Vietnam and has fully complied with reporting requirements as stipulated in Decree No. 58/2022/ND-CP.

It is expected that an online database of INGOs in Vietnam will be launched in 2025, contributing to enhanced cooperation between international partners, INGOs, domestic organizations, and localities in various economic and social fields. At the same time, it will also strengthen the management efforts of relevant authorities in overseeing FNGO operations.
