VUSTA delegation engages with Japanese science and technology partners
A delegation from the Vietnam Union of Science and Technology Associations (VUSTA), led by Vice President Pham Ngoc Linh, conducted a working visit to the science and technology organizations in Japan from November 17 to 19. The visit aimed to strengthen experience-sharing and expand opportunities for cooperation in science and technology.
The mission focused on studying the experiences and operations of Japanese science and technology associations with similar functions to VUSTA, while exploring opportunities for collaboration in training, capacity building, science communication, and other fields. The delegation also discussed the prospect of jointly organizing a regular Global Forum of Science and Technology Intellectuals.
At the working sessions, Vice President Pham Ngoc Linh provided an overview of VUSTA, including its organizational structure, membership, as well as its main functions and responsibilities. VUSTA’s core tasks include policy consultation and advocacy, dissemination of scientific knowledge, honoring intellectuals, and awarding prizes for scientific and technological innovation. In addition, VUSTA actively participates in multilateral mechanisms and engages energetically in international activities.
On November 17, the delegation met with the Japan Society for the Promotion of Science (JSPS). At the working session, the Director of the International Cooperation Department briefly introduced JSPS. Established to contribute to scientific development across all fields, including natural and social sciences, JSPS’s main missions include promoting and supporting young researchers, strengthening international scientific cooperation, and awarding Grants-in-Aid for scientific research. JSPS also supports collaboration between academia and industry, while collecting and disseminating knowledge about scientific research activities. In Vietnam, JSPS is currently collaborating with the Vietnam Academy of Science and Technology.

On November 18, Ms. Hibiya Junko, Vice President of the Science Council of Japan (SCJ), hosted a reception and working session with the VUSTA delegation. SCJ represents Japan’s scientific community across all disciplines. Established in January 1949, it operates independently under the Prime Minister of Japan as the country’s national academy of sciences. The Council comprises 210 members and about 2,000 affiliated members, all selected from scientists with outstanding achievements.

SCJ’s mission is to promote and advance the sciences while ensuring that scientific knowledge informs administration, industry, and daily life. The Council focuses on providing reliable policy recommendations to both the government and the public from a neutral, scientific perspective. SCJ also enhances knowledge dissemination through forums, seminars, and “Science Cafe” events. Notably, VUSTA and SCJ are partners within the same global scientific framework, as both are members of the International Science Council (ISC).

On November 19, the VUSTA delegation held a working session with the Asia Education and Friendship Association (AEFA), also known as the ASEAN Education Friendship Organization. AEFA focuses on supporting projects for school construction and renovation, as well as fostering comprehensive educational environments in Vietnam, Laos, and Sri Lanka. In Vietnam, since 2016, AEFA has implemented these programs through the CSD Center, a science and technology organization under VUSTA, building and renovating classrooms and libraries in disadvantaged areas of Tuyen Quang, Bac Ninh, and Thanh Hoa. During the working session, Vice President Pham Ngoc Linh commended AEFA’s support and collaboration with VUSTA’s CSD Center and proposed expanding programs to other provinces in Vietnam, such as Thai Nguyen, Son La, and Lao Cai, while also enhancing STEM-related educational content within these initiatives.

The working sessions took place in a warm and open atmosphere, reflecting a spirit of cooperation and experience sharing. Vice President Pham Ngoc Linh and the Japanese partners engaged in in-depth discussions on future collaboration, aiming to concretize joint activities and contribute to the successful implementation of the Politburo’s Resolutions 57/NQ-BCT and 59/NQ-BCT. The sessions concluded with gift exchanges and commemorative photos with the partners.
