Enhancing the international cooperation activity of the VUSTA

On 26 July, in Hanoi VUSTA held a workshop on promoting the international cooperation activity in the VUSTA system.

Madam Nga introduced the draft of VUSTA’s foreign regulation which includes 4 parts: basic to develop the draft; purposes, perspectives, requirements to develop the regulations; main contents of the regulations; the completion and issue plan.

Madam Nga also provided general information of the international affairs of VUSTA including the results of the conclusion no 722 dated 7 February 2023 of Ministry of Planing and Investment on the VUSTA’s management of foreign aids, the work of international seminar and conference organization, experts and volunteers receive and the plan of multisectoral monitor for approved projects.

Ms. Nga also reported VUSTA’s system foreign affairs within first 6 months of the year 2023, including the results of implementation of the Conclusion 722 of the Ministry of Planning and Investment on the management and use of grant aid not in the form of official development assistance provided by foreign agencies, organizations and individuals for Vietnam, report on the organization of international conferences and seminars in VUSTA’s system, the work of receiving foreign experts and volunteers as well as the plan for the organization of intersectoral monitor and evaluation delegation to the STOs’s projects.

The representative of Ministry of Planning and Investment classified cooperation agreement as a service contract with grant agreement regulated under Decree 80. Several notes on management and use of grant aid were also mentioned. In addition, the representative of Ministry of Foreign Affairs shared the process of the approval STOs’s projects as well as the implementation of the projects. The importance of tax related issues to the STOs presented clearly by Assoc. Prof. Dr. Le Xuan Truong, Dean of Tax and Customs Faculty, Academy of Finance. Of which, in the implementation of grant contract or service contract associated with foreign aid, STOs should work closely with tax office in order to resolve tax payments.

Last speaker, Ms. Nguyen Thi Thanh Huyen – Department of International Cooperation, has presented VUSTA’s approval process of grant aid project.

The seminar has provided valueable knowledge and information on the use and management of grant aid for STOs under VUSTA. Delegates’ concerns of approval time and process as well as implementation process would be continuously considered and discussed, VUSTA would continue to collect opinions for issuing internal approval process.

The Center for Capacity Building, Support for Women and Children (CSWC) shared the outcomes of the Project
On March 28, 2025, CSWC , in collaboration with Planète Enfants & Développement (PE&D), organized the closing conference of the project “Joining hands to support the prevention system of children trafficking in Southern and Central Vietnam”. Assessment of the current situation and proposed solutions to mitigate the impacts of open burning in Vietnam
Despite 68% of surveyed individuals expressing environmental awareness and 80% acknowledging health concerns, a significant portion still plans to continue "field burning" (open burning in agriculture). The primary justification lies in the perception that it is effective, fast, and inexpensive. This highlights the urgent need for targeted communication strategies to alter such practices.
