Building a National Strategy for VUSTA intellectuals member ship expansion
Ha Noi - May 25, 2022. The Seminar on National Strategy Development for the intellectual membership expansion for the period 2021-2030.
The Seminar was under co-chairmanship VUSTA’s President Phan Xuan Dung and MOST Vice Minister Tran Van Tung. Attendance were representatives of the Government’s Office and Vietnam Academy of Social Sciences, and leading scientists and specialists from a number of associations and VUSTA’s member associations.

A VUSTA’s representative briefed the outline of the Draft National Strategy and highlighted the current status of the development of VUSTA’s intellectuals today in terms of both quantity and quality; assessed the bright side in the development of VUSTA’s intellectuals, the shortcomings in the development of VUSTA’s scientific and technological intellectuals, the causes of limitation of such development, etc.

The attendants discussed enthusiastically the orientation of developing VUSTA’s intellectuals for the period 2021-2030. After pointing out the advantages and disadvantages in the new situation, most of the attenders think that VUSTA’s intellectuals continue to improve the quality of knowledge dissemination, participate in consultancy and review activities and conduct research to contribute to the development of the country; strengthen cooperation and association with domestic and international organizations; are important focal points in mobilizing and attracting overseas Vietnamese intellectuals to the participation in the development of the country; act as a bridge for the members in the process of gathering and uniting intellectuals, especially young scientific and technological ones. The attenders proposed solutions to develop the intellectuals: Creating a favorable environment, encouraging the participation and contribution of the intellectuals in professional associations and non-public science and technology organizations; Studying, reviewing and proposing solutions to improve the mechanisms and policies on encouraging intellectuals to participate in scientific and technological activities; Strengthening international cooperation in science and technology; Encouraging young scientists and innovators to participate in Associations’ activities, etc.

Six recommendations were given for the attenders to discuss and make suggestions to finalize the National Strategic Plan for the development of the intellectuals for the period 2021-2030: Towards the summary of 15 years of implementation of the Resolution No. 27-NQ/TW, in order to enhance the role and responsibility of the intellectuals for the next period, kindly asking the Politburo and the Secretariat to promulgate a Resolution on intellectual work; kindly requesting the Central Propaganda Department and the Party Designated Representation of the Ministry of Science and Technology to coordinate with the Party Designated Representation of VUSTA in order to direct and coordinate with the relevant agencies to successfully implement the Conclusion No. 93-KL/TW dated November 20, 2020 of the Secretariat. The Ministry of Science and Technology, the Ministry of Finance and the relevant agencies are kindly requested to amend and supplement the Circular No. 11/2015/TT-BTC on science and technology and the financial mechanism for consultancy, review and social assessment activities, in order to be consistent with current regulations and encourage specialists and scientists to participate in consultancy, review and social assessment activities in the spirit of the Conclusion No. 93-KL/TW. It is recommended that the Ministry of Science and Technology continue to ask the Prime Minister to issue a decision that supersedes the Decision No. 501/QD-TTg of the Prime Minister on the pilot implementation of a professional science forum for the intellectuals participating in consultancy, review and social assessment activities. It is suggested that VUSTA should be permitted to organize annual National Science and Technology Forums to attract domestic and international scientists to the discussion of scientific achievements and scientific and technological development trends in Vietnam and in the world. The Ministry of Science and Technology is kindly requested to coordinate with VUSTA in order to formulate a project for disseminating scientific and technological knowledge with a view to mobilizing professional associations to participate in knowledge dissemination and transfer of scientific and technological breakthroughs for application in production and life, contributing to improving the intellectual standards and quality of life of the people.
