Thanh Hoa: Evaluation of the project to relocate environmentally polluting facilities in urban and residential areas

On November 6th, the Thanh Hoa Provincial Scientific and Technical Associations organized a workshop to evaluate the project "Relocating environmentally polluting production facilities from urban and residential areas to industrial zones, industrial clusters, and concentrated production areas in Thanh Hoa province”.

The project was approved in its outline by the Chairman of the People's Committee of Thanh Hoa province under Decision No. 5510/QĐ-UBND on December 30, 2021. Subsequently, the Standing Committee of the Provincial Party Committee agreed to adjust the project's name to "Relocating environmentally polluting facilities from urban and residential areas in Thanh Hoa province by 2030”.

Chairman of the Thanh Hoa Union Associations Nguyen Van Phat presided over the workshop. The workshop had the attendance of members of the Advisory Council, experts, permanent members, agencies, and committees of the Union Association; representatives from the drafting body.

According to the report, which was collected council’s opinions, the draft proposal has been meticulously researched, with a clear and relatively reasonable structure. The content is presented according to an overall structure, and the sections in the basic project ensure logical coherence, closely adhering to the approved outline. However, the name of the project is not appropriate for the content of the project, defining a scope that is too broad compared to the project's content. There are difficulties in relocation and budget implementation. The current situation, limitations, and causes include some overlapping content. It is necessary to redefine the goals and perspectives.

At the workshop, many opinions agreed that the drafting body needs to analyze and assess in more detail the legal basis and practical foundations to determine the feasibility of the project. Regarding implementation organization, it is necessary to demonstrate the directing role of the Provincial People's Committee, the supervisory role of social organizations, and the responsibility of local authorities when implementing the project. Mechanisms for handling and penalizing violations of regulations need to be established.

The drafting body, the Department of Natural Resources and Environment of Thanh Hoa, acknowledged and incorporated opinions, providing explainations for some points that need clarification in the draft project.

After the workshop, the Association will finalize the evaluation report, submit it to the Chairman of the Provincial People's Committee, and send it to the drafting body for further consideration and improvement.
