Thanh Hoa: Evaluation of policies on tourism development encouragement
July 25, Thanh Hoa Provincial Union of Science and Technology Associations organized a workshop “Evaluating policies on encouraging tourism development encouragement in Thanh Hóa province for the 2025-2030 period”. The workshop was chaired by Mr. Nguyen Van Phat, President of the Union.

According to the Department of Culture, Sports, and Tourism, the draft Proposal summited to the Provincial People’s Committee proposes that the Provincial People’s Committee reported to the Standing Committee of the Provincial People’s Council to approve the construction of Resolution. The Draft Resolution, accompanying all the regulations on some policies encouraging tourism development in Thanh Hoa province for the 2025-2030 period, and the comprehensive report on the comments and evaluations of the policy’s impact, must be sent to provincial departments and local districts, towns, and cities for considerations and consultancies.
The Draft Proposal for issuing the Resolution must present the necessity and legal basis; purposes and perspectives in construction of the Resolution; objects and scope of application; the structure and content of the Resolution which must be drafted following to the current laws and regulations. Besides, Draft Proposal and Policy Impact Assessment Report also must present the analysis, explanation of the necessity of issuing policies, reasons for policy selection, objectives, targets, content, support conditions, and specific support levels of each policy, along with solutions for policy implementation.
Members of the Evaluation Council and experts from the Union mostly agreed with the draft of the Evaluation Research Report developed by the Union. Draft Report emphazied that the Provincial People’s Committee must submit the draft to the Standing Committee of the Provincial People’s Council for review and decision on the proposed Resolution. Draft Report recommended adding contents to clarify the necessity and impact of the policy, including administrative procedures, principles for each policy's implementation, and accompanying regulations to avoid confusion or overlap during execution. Additionally, sanctions for organizations or individuals that do not comply with or intentionally violate the policy were proposed in the Draft Report. A comparative table of tourism development support policies from other provinces and cities should be included to compare the targets, scope of adjustment, and projected expenditure and funding levels in the draft Resolution for review by the competent authorities.
At the workshop, representatives from the drafting body acknowledged and took note of the comments and clarified some points in the draft Resolution.
Following the workshop, the Union is responsible for finalizing the evaluation report, submitting it to the Chairman of the Provincial People’s Committee for review and decision, and sending it to the drafting body for further refinement and completion./.
