Vinh Phuc: Evaluation of the digitalization and digitization of administrative documents project

On the morning of November 22, the Provincial Union of Vinh Phuc held a consultation workshop to evaluate the Project on digitalization and digitization of the system of records, documents upon ISO 9001:2015 (from paper to electronic version) in the operations of provincial, district, and commune-level administrative agencies within the province.

Currently, Vinh Phuc province has 175 agencies maintaining and implementing the Quality Management System according to the national standard of ISO 9001:2015 certification (39 specialized agencies at the provincial level, administrative units at the district level obligated to apply; 136 communes, wards, towns encouraged to apply); 100% of specialized agencies at the provincial level, administrative units at the district level obligated to apply, and commune-level units encouraged to apply have implemented, maintained, and improved the Quality Management System according to the national standard of ISO 9001:2015 certification.

The implementation of digitalization and digitization of records, documents upon ISO 9001:2015 (from paper to electronic version) and electronic ISO in the operations of state administrative agencies in Vinh Phuc province will ensure the provision of a system compatible with ISO 9001:2015 standards for all provincial administrative agencies (from provincial to commune level) with the ability to connect and communicate with the Electronic Government system to resolve level 3 and 4 public services, serving administrative reform in accordance with Decision No. 19/2014/QD-TTg, the government's policy on building Electronic Government.

The project on digitalization and digitization of the system of records, documents upon ISO 9001:2015 (from paper to electronic version) in the operations of provincial, district, and commune-level administrative agencies in Vinh Phuc province, invested by the Department of Science and Technology of Vinh Phuc province, will be implemented from 2023 to 2030, in 41 units (09 districts, cities, and 20 departments, offices, sectors, and 12 Sub-departments) and will be replaced from paper to electronic version, digitalized and digitized with QR code, integrated on the electronic information page of agencies to publicize the management process, organizational work, and resolution of public services for organizations, citizens, with a total budget of 14,856,952,804 VND.

Contributing to the draft of the Project, participants in the workshop suggested that the consulting agency should clarify the necessity of developing the Project; the content of the system of records, documents upon ISO 9001:2015 standards; the concepts, definitions, components of these records and documents; the scope of digitization for each type of record, document; evaluating the current usage status of electronic ISO software in Vinh Phuc; supplementing survey data on the system of records, ISO 9001:2015 documents in Vinh Phuc province...

This is a project to implement the application of quality regulations, digitalization, and digitization, therefore, further research, supplementation, and adjustment are needed to ensure the feasibility.
