Contributions to the Draft National Master Planning for the 2021-2030 period, vision to 2050

In the morning of August 5th, in Hanoi, the Vietnam’s Union of Science and Technology Associations (VUSTA) organized a workshop on the Draft National Master Planning for the 2021-2030 period, vision to 2050.

Speaking at the opening ceremony of the workshop, Mr. Phan Xuan Dung, President of VUSTA said that “Upon the request of the Standing Committee of the Vietnam Fatherland Front Central Committee at the Official Document No. 4204/MTTW-BBT dated July 14th, 2022 on contribution of social questioning on the Draft National Master Planning for the 2021-2030 period, vision to 2050, which clarifies the content “Orientation and organization of the development space for infrastructure industries; clarification of viewpoints, goals and directions for the development of technical sector”, The Vietnam Union of Science and Technology Associations (VUSTA) considers this an honor for a team of intellectuals to contribute ideas to improve mechanisms and policies and implement successfully the role as an active member of the Vietnam Fatherland Front Central Committee.

According to Mr. Phan Xuan Dung, Chairman of VUSTA, along with the Law on Planning, which was approved by the National Assembly on November 24th, 2017 and took effect from 2019, the Draft National Master Planning for the 2021-2030 period, vision to 2050 is an important basis for organizing research and development of regional and provincial planning, industrial and sectoral planning; therefore, the opinion contribution for the finalization of the Draft National Master Planning has received great attention of intellectuals. Within a short period of time, a plenty of members such as the Vietnam Federation of Civil Engineering Association, Vietnam Urban Planning and Development Association, Vietnam Association of Environmental Economics, Vietnam Association on Aviation Science and Technology, Radio and Electronics Association of Vietnam, Vietnam Economic Association and many experts have actively exchanged great ideas to complete the Draft.

At the workshop, delegates who are also leading scientists of VUSTA expressed opinion on the “Orientation and organization of the development space for infrastructure industries” including 8 areas: Traffic Infrastructure Network; Energy Infrastructure; Information and Communication Infrastructure; Natural Disaster Prevention and Irrigation Work System; System of fishing ports and storm shelters for fishing vessels; Network of Environmental Monitoring and Hydro-Meteorological Stations; Regional planning in the field of fire prevention and extinguish; System of Defense Works, Military Zones, Ammunition Depots, and Defense Industry.

Concluding the workshop, Mr. Phan Xuan Dung, President of VUSTA emphasized: At this workshop, VUSTA experts and scientists showed that the Draft has yet to raise arguments to develop the technical infrastructure industry but intensively show the development scale of each industry; not specifying conditions for the implementation of the Planning such as not anticipate the demand of land use, capital demand for each period, forms of capital mobilization, human resource factors or proper policy solutions on the socio-economic development and the response capacity of Vietnam, which are very important factors to determine the feasibility of the Planning. Some contents lack the consistency of layout in the entire Draft, shortage of the planning philosophy as a fundamental, core and persistent concept in the entire Master Planning.

Mr. Phan Xuan Dung also said that “The workshop aims at collecting opinion of members, experts and scientists. Participants have candid and objective discussions, supporting policy-making agencies to make necessary amendments and complete the Draft National Master Planning for the 2021-2030 period, vision to 2050 before being approved”.
