Thanh Hoa: Providing consultancy for the Management Plan of the Intellectual Property Support Program

On the afternoon of April 14, 2023, at the Provincial Department of Science and Technology, the Union of Science and Technology Associations of Thanh Hoa held a scientific seminar on regulations on management of the intellectual property support program of Thanh Hoa province.

Delegates attending the seminar were members of the Scientific Council, some experts and departments of the Thanh Hoa Union Association; representatives of relevant agencies and representatives of the Department of Science and Technology - the drafting board.

Opinions of members of the Scientific Council and delegates basically agreed with the content of the research report prepared by the Union. The project was built closely following the Decision No. 4408/QD-UBND dated November 5, 2021 of the People's Committee of Thanh Hoa province, Circular No. 03/2021/TT-BKCN dated June 11, 2011 of the Ministry of Science and Technology. The Draft Regulation has a structure of chapters and content that follows the chronological order, the stages from the time of construction and proposal to the completion of the task; clearly and correctly aligns with management procedures of a S&T task.

However, the names and contents of a number of clauses and articles need to be studied to make the Regulation feasibility and applicability for the provincial level rather than central level. Similar to some concepts and contents, need to be customized for Thanh Hoa province; avoid referencing contents in the regulations of the Ministry of Science and Technology, in the Government's decrees, in which regulations exceeds the object and scope of application of this Regulation...

After listening main report and opinions, the representatives of the leaders of the Department of Science and Technology gave explainations on a number of contents in the Regulation. The Department would continue to amend, supplement and complete the Regulation before submitting to the Chairman of the Provincial People's Committee.
