In his speech at the honoring ceremony, Dr. Phan Xuan Dung, President of VUSTA, stated: "Throughout our history of nation-building and defense, our ancestors have always valued and respected talented individuals and intellectuals, considering them the vital force of the nation. In the context of globalization and the development trends of science and technology (S&T) driven by the Fourth Industrial Revolution, our Party’s viewpoint on national development is that “it must be based on and driven by S&T” and that “the development of S&T is a top national policy, playing a pivotal role in the country’s socio-economic development”. Accordingly, the responsibilities assigned to the country’s S&T intellectuals are immense.

Embodying President Ho Chi Minh’s viewpoint that “As a part of the revolutionary force, intellectuals have the duty to compete in serving the nation and the people,” Vietnam's S&T intellectuals have always carried with them a revolutionary spirit and the aspiration to advance, turning S&T into a driving force and a leading national policy for the country’s development. The nation’s progress must be based on and driven by science and technology.

Over more than 40 years of operation with the goal of uniting the scientific intellectual community, throughout VUSTA's journey of building and development, there have been numerous examples of innovation, scientific research, and technological advancements by Vietnamese intellectuals and overseas Vietnamese intellectuals and experts, contributing to the nation’s socio-economic development.

Since 2015, VUSTA has held five honoring ceremonies for 577 outstanding scientific and technological intellectuals (including the honorees of the ceremony on August 28, 2024). This event serves to recognize, motivate, and encourage the community of scientific intellectuals who have made significant contributions to the country's economic development in their respective fields.

Chairman of the National Assembly, Tran Thanh Man, presented a Certificate of Merit to Dr. Sc. Phan Xuan Dung – President of VUSTA, among 135 honored intellectuals.

Following the directives of the Politburo and the Secretariat, and with the approval of the Central Propaganda Department and the Central Emulation and Commendation Committee, VUSTA has successfully organized four Honoring Ceremonies for outstanding S&T intellectuals since 2015. These events aim to recognize and honor intellectuals who have achieved exceptional accomplishments and made practical, effective contributions to the industrialization and modernization of the country, as well as its international integration. The Honoring Ceremonies have garnered the attention and guidance of the Party and State leaders, who have attended the events, shown their trust, and assigned responsibilities to the nation’s intellectual community in disseminating scientific knowledge to the public and providing advice and evaluation on policies for national development.

The honoring of outstanding S&T intellectuals is regarded as a patriotic competition with significant humanitarian value, reflecting the Party and State’s attention, respect, and recognition for intellectuals. It also serves to encourage and recognize individuals with exceptional contributions to the nation’s socio-economic development, defense, and security, as well as to the growth of VUSTA itself. This activity has helped raise awareness among all sectors of society about the important role and position of the S&T intellectual community and the substantial contributions of VUSTA’s apparatus to the national development cause.
