The second Congress of Vietnam Union of Science and Technology Associations

With a comprehensive national renovation policy, starting with economy thinking, the 6th National Congress of the Communist Party of Vietnam opened a new period of development for the country.

Since that moment, not only production had been expanded, but also a wind of change was blown into social life, creating new favorable conditions for the development of people's organizations, including the science and technology associations.

On May 12, 1988, at Hanoi Opera House, the second National Congress of the Vietnam Union of Science and Technology Associations was organized with the participation of delegates from 18 national associations and 5 local unions.

Participating the Board of Chairpersons of the Congress was the General Secrectary Nguyen Van Linh, General Vo Nguyen Giap, Professor Tran Dai Nghia, Professor Dang Huu, Professor Pham Nhu Cuong, Professor Nguyen Van Hieu, Professor Ha Hoc Trac, Professor Nguyen Trong Hiep, and 3 other international guests, who were the heads of the delegation board from the Soviet Union Knowledge Association, the Bulgarian Knowledge Dissemination Association, and the Soviet Union Association of Science and Technology.

The General Secretary Nguyen Van Linh and General Vo Nguyen Giap delivered speeches at the Congress, which were publicly published on many newspapers and magazines. In his speech, the General Secretary said that "Our Party and people are proud to have a large team of scientists and technicians, who have enthusiasm and want to devote more to society to quickly replace the country poverty and backwardness with modern civilization and happiness. Within that large team, there are many talented scientists and technicians who have made significant contributions to the economic, social, defense, security, and scientific and technological development of the country. Association needs to coordinate with the education sector and the information, press and mass media to create a social environment with a large number of trained laboring people participating. The focus of association work is to create a scientific and technological movement among the masses, to contribute to the rapid progress of science and technology to serve production and life. With the strength of inter-industry and dynamic cooperation, association can undertake in its function of social consultancy and evaluation.”

With high agreement, the Congress adopted the report of the Executive Committee, the Charter (amended and supplemented), the Organizational and Operational Regulations of the Vietnam Union of Science and Technology Associations. Since the second Congress, VUSTA has had a Central Council and Presidium.

In accordance with the requests of many scientists and member associations, the Congress elevated Professor Academic Tran Dai Nghia to be the Honorary President of VUSTA. The Central Council of VUSTA consists of 49 members, representing all member associations and some related agencies. The Central Council elected a Presidium and an Inspection Committee of 3 members.

VUSTA delegation engages with Japanese science and technology partners
