The seventh National Congress of Vietnam Union of Science and Technology Associations
In two days on June 2nd and 3rd 2015, The seventh National Congress of the Vietnam Union of Science and Technology Associations (2015-2020) was held in Vietnam - Soviet Cutural Friendship Palace. General Secretary Nguyen Phu Trong attended and made a speech at the congress.

Also attending the congress were Mr. Nguyen Thien Nhan, Member of Political Bureau, Chairman of the Vietnam Fatherland Front; Mr. Dinh The Huynh, Member of Political Bureau, Secretary of the Party Central Committee, Chairman of the Central Commission for Communications; Mr. Pham The Duyet, former member of the Political Bureau, former Chairman of the Vietnam Fatherland Front; Mr. Vu Duc Dam, Member of Party Central Committee, Deputy Prime Minister; and many other leaders from departments and ministries at national and Hanoi level.
With the theme of "Unity - Intelligence - Innovation - Development", delegates discussed many important issues and agreed that in the previous term, Vietnam Union of Science and Technology Associations was systematically organized across levels (nation, province and city). Mostly all provinces and cities throughout the country had Science and Technology Associations. The party organization of VUSTA from central to local has been consolidated and developed, with 48 member associations establishing the party organization, adding 50,000 new scientific and technological intellectuals among one million new members, raising the total number of party members to 2.8 million people in total. VUSTA has fulfilled its function of gathering and uniting the intellectual workforce of science and technology, bridging the Party, the State and the intellectuals. The role and position of VUSTA as a political-social organization representing the team of scientific and technological intellectuals is increasingly important in society.

General Secretary Nguyen Phu Trong made a directoral speech emphasizing the importance of knowledge and intellectual resources for the development of the country. He notes that throughout history, Vietnamese people have recognized the value of talented individuals, and in modern times, the party has emphasized the role of knowledge in social progress, intellectuals are the main force of create and disseminate knowledge. He believies that building a strong intellectual workforce is crucial for sustainable development and advancing the country's leadership capabilities. Therefore, it is the responsibility of the party, state, political system, and society as a whole to build and exert the strength of intellectual resources to adapt with the need of the country. He does not forget to mention the role of organizations like VUSTA in representing and mobilizing the scientific and technological workforce of the country.
General Secretary believes that over the past 30 years of construction and development, with six congresses, VUSTA has affirmed its importance as a member of the Vietnam Fatherland Front, where Vietnamese intellectuals and scientists unite, create conditions for them to contribute their heart and intellect to the cause of building and defending the nation, both domestically and internationally. Especially during the previous 5-year term (2010-2015), VUSTA had many creative and successful activities, becoming a key organization in gathering and inspiring Vietnamese intellectuals and scientists to actively participate in solving economic and social development missions, building and defending the nation. VUSTA has done a good job in political and ideological education, nurturing patriotism, citizenship responsibilities, and positive social attitudes among its members, creating a good environment for unity among the scientific and technological intellectual force. It has actively advised and proposed to the Party and State on major issues of direction, policy, and actively promoted social consultancy and evaluation, contributing to strengthening the scientific basis for major programs, projects, and proposals before official decision-making. VUSTA has made significant contributions in disseminating scientific and technological knowledge to the people, contributing to socializing education and training, raising public awareness, training human resources, and nurturing talent. It has also promoted practical research and development of science and technology, cared for public health, improved people's lives, protected the environment, eliminated hunger, and reduced poverty. It is an important force in promoting people's creativity, effectively applying scientific and technological advances in production, life, as well as organizing competitions, science and technology innovation contests, and honoring outstanding groups and individuals who have made significant contributions to science and technology.
Based on the opportunities and challenges in the new period, General Secretary Nguyen Phu Trong emphasized that the new situation requires scientific and technological organizations and the entire scientific and technological intellectual workforce of the country, especially VUSTA and the scientific community under the Associations, to strive and make even greater contributions to the rapid and sustainable development of the country.
To achieve this, General Secretary suggested four important directions and solutions. Among them, he emphasized that VUSTA needs to be more proactive and actively implement and carry out the resolution of the Sixth Central Committee of the Party (6th term) on the development of science and technology. It should strive to achieve the goal of strong development of science and technology, make science and technology truly the most important driving force for the development of modern production forces, the knowledge economy, and the enhancement of productivity, quality, efficiency, and competitiveness of the economy, ensuring environmental protection, national defense, and security. VUSTA should also be more active and proactive in implementing the Directive of the Politburo (10th term) on innovation and improving the quality and efficiency of its activities, striving to achieve the goal of building VUSTA into a truly strong political and social organization at the Central level and in provinces and cities, playing a core role in gathering and uniting the creation of the intellectual team, representing national science and technology community; making science and technology one of the leading important driving forces for socio-economic development, and building and protecting the nation.

The congress elected 173 members of the Central Council, 9 members of the Inspection Committee, 25 members of the Presidium, and 5 Standing Members of the Presidium for the 2015-2020 term. Professor Dang Vu Minh was re-elected as the President of VUSTA, four vice presidents were Assoc. Prof. Dr Vu Ngoc Hoang, Dr. Pham Van Tan, Dr. Phan Tung Mau and Dr. Nghiem Vu Khai. Among them, Dr. Pham Van Tan held both positions as Vice President and Secretary General, and Dr. Phan Tung Mau was also the Chairman of Inspection Committee.
