Vinh Phuc: social consultancy and evaluation workshop on the e-commerce development project in the province

In the morning of April 19, the Union of Science and Technology Associations of Vinh Phuc province organized a scientific workshop to advise and evaluate the draft on E-commerce Development Project in Vinh Phuc province until 2025 with a vision to 2030.

Over the past years, e-commerce sector of the province has made strong developments, contributing to the socio-economic development of the province, promoting economic restructuring, changing business habits of businesses and consumption of people.

However, compared to potentials and advantages, its e-commerce sector still exists limitations such as narrow scales and quality of e-commerce transactions of State administrative agencies, businesses and people; unavailable large e-commerce enterprises; e-commerce has not become a sales method and spread the province's product brand to the whole country.

In order to create a fundamental change in the province's e-commerce development, bringing the rate of goods and services transactions through e-commerce to the top 10 provinces nationwide, the Department of Industry and Trade has advised to develop the draft of E-commerce Development Project in Vinh Phuc province until 2025, with a vision to 2030.

According to the Project, the whole province, by 2025 with a vision to 2030, 55% of people in Vinh Yen, Phuc Yen, 30% of the districts participating in online shopping; e-commerce sales accounting for more than 10% of total retail sales; 80% of e-commerce websites having built-in online ordering functionality; 50% of enterprises conducting business activities on electronic trading floors; 100% of electricity, water, telecommunications and communication service providers accepting payment of service charges via electronic means; over 50% of vocational education institutions implementing training on e-commerce...

The project also proposes 6 groups of solutions including: Building programs and policies to promote e-commerce on the province's digital transformation platform; formulating policies for the development of various types of corporate and government e-commerce, authorities and enterprises, authorities and agencies, authorities and people; policies to improve the capacity to manage and organize e-commerce activities, fight against acts of commercial fraud, infringement of intellectual property rights and unfair competition in e-commerce; policies to develop the e-commerce market to build consumer trust; policies to attract and train human resources for the development of e-commerce in Vinh Phuc province; policies on investment in the development of e-commerce infrastructure;

At the workshop, delegates proposed to clarify the shortcomings and limitations of e-commerce of the province in recent years; further assess the effectiveness of the Project and the impacts of e-commerce development on traditional industries, professions and society. Regarding the general assessment content of the province's e-commerce development, there should be a survey and further assessment of criteria that have a great influence on e-commerce development such as: number of internet users, number of people using smartphones, number of businesses selling goods, products or services online...

In the overall orientation and objectives of the Draft Project, it is necessary to supplement the survey of groups of goods, products and services capable of participating in the e-commerce market so that there are specific solutions for each different audience participating in the e-commerce market.

Moreover, delegates also proposed to supplement some policies to support logistics activities for e-commerce and supply chain development; tax incentives for enterprises and households doing business in the network environment; building communication programs in the digital environment…
