Bac Giang: Evaluate policies on development of agricultural and forestry production in the province

On April 27, 2023, the Bac Giang Provincial Union of Science and Technology Associations held a consultative workshop to evaluate: “Resolution of the Provincial People’s Council on mechanisms and policies to support the development of agricultural, forestry and fishery production in the province in the period of 2023 -2030”.

Attendants of the workshop were Head of Cooperative Economic Department, Department of Economic Co-operation and Rural Development, Ministry of Agriculture and Rural Development Nguyen Tien Dinh; Head of Department of Rural Institutions - Institute of Policy and Strategy for Rural Agricultural Development - Phung Giang Hai and experts and managers in the province.

The resolution of the Provincial People’s Council stipulating mechanisms and policies to support the development of agricultural, forestry and fishery production in the province in the period of 2023 - 2030 is proposed by the Department of Agriculture and Rural Development. The objectives of the Resolution are to organize the implementation of mechanisms and policies to encourage agriculture and rural areas in accordance with the actual conditions of the province, mobilize resources in society, restructure the agricultural sector towards the development of ecological agriculture,  sustainability, quality improvement, added value and competitiveness of agricultural products; building concentrated commodity production areas; application of technology, mechanization; encourage the development of clean, organic and high-tech agriculture.

At the workshop, the members of the review board commented and evaluated the Proposal and Resolution. For the Submission: The necessity of enacting the Resolution should be highly persuasive; clearly state the reasons for focusing on 10 support policies; the view should adhere to the policy of Resolution No. 19-NQ/of the XIII Party Central Committee on agriculture, farmers and rural areas to 2030, vision to 2045, Decision No. 150/QD-TTg of the Prime Minister: Approving the Strategy for sustainable agricultural and rural development in the period of 2021 - 2030,  vision to 2050; supplementing specific objectives and targets of the Resolution, effectiveness after support.  For the Resolution: The scope of adjustment, subjects of application, principles of application should be clarified and agreed in the entire content of the Resolution and each supporting policy; policies should follow set goals, prioritize and avoid spreading; Support policies should be through organizations and cooperatives; simplify processes, procedures, and components of support documents; for a concise and clear Resolution of the supporting policy contents, study conent should be put in appendix. The terms in the Resolution should be clear, avoiding emerging issues in the process of implementing the Resolution. The total cost of implementing the Resolution is rather low and does not clearly demonstrate the Resolution as a leverage.

At the conclusion of the workshop, Chairman of the Union of Associations, Chairman of the Consultative and Critical Council - Ngo Chi Vinh proposed the Department of Agriculture and Rural Development to receive advice and evaluation from experts and scientists to complete the Resolution on quality assurance, advise the Provincial People’s Committee to submit it to the Provincial People’ Council for promulgation for implementation.
