Development of marine science and technology
Marine science and technology are a part of national science and technology, playing a very important role in the socio-economic development in general and marine economy in particular. Along with the basic investigation of the sea, marine science and technology are the key issue, one step ahead, the means and the driving force to change both the quality and quantity of the sea exploitation and use process meeting requirements for socio-economic development and protection of sovereignty over sea and islands of the Fatherland.
The view of the forum
On December 14, in Hanoi, the Vietnam Union of Science and Technology Associations organized the Vietnam Science and Technology Forum with the topic "Marine Science and Technology for sustainable development of Vietnam". Dr. Nghiem Vu Khai, Member of the National Assembly, Vice President of the Vietnam Union of Science and Technology Associations (VUSTA) and Dr. Vu Truong Son, Deputy Director General of Vietnam Administration of Seas and Island, Ministry of Natural Resources and Environment (VASI) co-chaired the Forum.
Speaking at the Forum, Dr. Vu Truong Son, Deputy Director General of VASI, said that over the past years, marine science and technology have made great contributions to the development of the country, especially contributing to: Discovering and clarifying special characteristics of natural conditions, natural resources, marine environment; Contributing positively to economic development - people living in sea, coastal areas and islands; Contributing to protection of marine environment and resources, conserving marine nature and prevention of natural disasters; Contributing to protecting our country's marine rights and interests; Building and developing national marine science and technology potentials; International integration and international cooperation on marine science and technology have been strengthened, with positive changes; The deployment and application of marine technology recorded initial results.
However, the development of marine science and technology in our country still has many limitations, the research quality is not uniform and the application efficiency is not high; Many research contents are still spread out; Research topics and space focus mainly in coastal areas, very limited in deep sea and far sea, said Dr. Son.
Dr. Nguyen Thanh Minh, marine expert
According to Dr. Nguyen Thanh Minh, a marine expert in Vietnam, Vietnam has come up with a strategy for the development of marine science and technology in the twenty-first century, considering the domestic and national context. Vietnam has put a higher demand on the socio-economic development of marine science and technology. Only development techniques for the protection of marine interests, techniques of exploiting marine resources, and techniques to protect marine living environments can meet the requirements of the development of the revival in Vietnam. In the process of international integration together, the advancement of science and technology has strongly promoted the development of marine science in a number of important fields.
Vietnam has determined that the 21st century Vietnam marine science and technology development strategy is to persevere with a scientific attitude to properly handle the following basic relations: Vietnam must well settle the relationship between the target and implementation on the road to marine science and technology development. The relationship between technical science and marine economy must be well handled, and the development of science and technology with the development of industries in the marine science and technology development model. The relationship between science and technology for the exploitation and development of marine resources must be well handled with science and technology used for the protection of marine resources and the science and technology used for defense - security in marine areas must be well handled in the field of marine science and technology development, said Dr. Minh.

As for the opinion of Assoc. Prof. Dr. Nguyen Huu Dung, Chairman of the Vietnam Marine Farming Association, said, being fully aware of the potential and advantages of the role of sea and islands, Vietnam has advocated the development of marine economy in order to contribute significantly to building synergy of the country in the protection of interests and territorial sovereignty. This is evident when Vietnam enacts necessary laws on the sea and marine economic development: That is, the Law of the Sea (2012); Directive 20 of the Politburo dated September 22, 1997 on promoting the development of marine economy in the direction of industrialization and modernization; Resolution 09 of the Party Central Committee Session 10 dated February 9, 2007 on "Vietnam Marine Strategy to 2020, Resolution No. 36-NQ/TU dated October 22, 2018 by the 8th Central Conference of Session XII on “Strategy for sustainable development of Vietnam's marine economy to 2030 to 2004” and most recently “Decision 647/QD-TTg dated May 18, 2020 on “Approving the International Cooperation Scheme on Economic Sustainable Development of Vietnam Sea to 2030” … and a series of government documents on this field… The gradually legalizing marine activities will create the necessary legal basis for the exploitation and protection of the sea and islands of the country.
At the Forum, delegates heard presentations about some of the results of the National Key Science and Technology Program 2016-2020 “Scientific and technological research for sea and island management and marine economic development”; The potential of renewable energy in the sea of Vietnam: new issues for marine energy science research; Exploiting the potential advantages of Vietnam's sea and islands in international integration; Multi-stakeholder cooperation model promotes solid waste management and reduces plastic waste in coastal areas, contributing to marine environmental protection.
Also at the forum, delegates discussed and gave many opinions that in the coming time, marine science and technology need to focus on and prioritize research programs and topics of application of science and technology for marine economic sectors; Prioritize the training and development of human resources for high quality marine science, technology and management, with basic knowledge and skills in research and application deployment; Promote international cooperation in the fields of research and transfer of advanced science and technology, artificial intelligence in the field of sea and islands, especially basic
