Quang Ngai Province: providing consultancy and evaluation for the Eco-Tourism and ‘Coastal’ Tourism Project

On the morning of July 19th, the Union of Science and Technology Associations in Quang Ngai organized a consultative and critical discussion on the "Proposing Eco-Tourism Area and Quang Ngai ‘Coastal’ Tourism Project."

Mr. Huynh Van To, Vice Chairman of the Standing Committee of the Union, chaired the discussion. The session was attended by representatives from the Economic and Budget Committee of the Provincial People's Council, as well as representatives from various departments including Agriculture and Rural Development, Industry and Trade, Construction, Culture, Sports, and Tourism, Natural Resources and Environment, and Planning and Investment. Also present were representatives from the Tu Nghia District People's Committee and the Nghia Hoa Commune People's Committee in Tu Nghia District, Quang Ngai Province.

According to the report presented during the discussion, the Eco-Tourism Area and ‘Coastal’ Tourism Project in Quang Ngai built in Nghia Hoa commune, Tu Nghia district, Quang Ngai province has an estimated land area of approximately 96 hectares and a total investment capital of 7.2 trillion VND (with self-capital of 1.2 trillion VND and mobilized capital of 6 trillion VND).

There were 12 presentations and 10 expert opinions at the discussion. All opinions agreed on the fact that the proposed project aligns with the general planning for the development of the coastal area along the Dung Quat - Sa Huynh coastline, which was approved by the Provincial People's Committee. The proposed area presents an attractive space with suitable climate for eco-urban development. Its proximity to Quang Ngai city center, along with convenient transportation connections between the city center and industrial zones in the province, contributes to forming an ecosystem for coastal tourism.

However, investors need to consider, study, and enhance the project proposal. This includes updating and completing documents according to current regulations, such as Housing Law, Forestry Law, Dyke Law, Decision No. 611/QD-UBND dated July 4, 2023 of the Provincial People's Committee regarding adjustments and additions to the construction planning of Tu Nghia district. Additionally, the project should address social investigation and democratic implementation in the commune, in accordance with Law No. 34/2007/PL-UBTVQH11 dated April 20, 2007, before submitting the project proposal and detailed project planning. Environmental impact assessment for the project is also recommended.

According to the proposed project for the Quang Ngai Eco-Tourism and Coastal Urban Area, the total land area is approximately 96 hectares, including 17.45 hectares of rice cultivation land that needs to be converted for different purposes according to the legal regulations on land and requires approval from the competent authority of the Prime Minister.

Following the provisions of the 2020 Environmental Protection Law, this project falls under investment group I. Thus, it requires preliminary environmental impact assessment during the approval stage of the investment proposal. The project proposal does not currently provide an overall estimate of the total expenses for compensation and support for affected residents whose land will be repurposed for the project.

In conclusion, Mr. Huynh Van To, Vice Chairman of the Standing Committee of the Union, acknowledged and embraced the opinions and suggestions raised during the discussion. The Union will compile these into a report and send it to the Department of Planning and Investment of Quang Ngai province for further study and consideration, in preparation for an authoritative decision-making process.
