Reviews on the information technology in education plan

Thanh Hoa, May 23, 2022 - A scientific workshop “Plan to build information technology infrastructure in management agencies and educational institutions that meet the conditions for the implementation of the General Education Program 2018 and the implementation of shared platforms, applications and learning materials in the education sector” (the Plan) was held.

The Workshop was attended by the members of the Review Board, the Union’s agencies and the drafting agency and chaired by Mr. Nguyen Van Phat, Chairman of Thanh Hoa Provincial Union of Science and Technology Associations (TH PUSTA).

Given the draft Program by Department of Education and Training and the opinions of the members of the Review Board, the PUSTA prepared a Study Report for the Workshop. In general, the content of the Plan was elaborately and seriously created on the basis of assessment of the current status of information technology infrastructure in the education system of Thanh Hoa Province and management, teaching and learning needs consistent with the requirements to continue building information technology infrastructure according to Decisions No. 117/QD-TTg dated January 25, 2017 and No. 131/QD-TTg dated January 25, 2022 of the Prime Minister and the requirement to apply information technology in the education sector.

However, many problems emerged with the structure and content that need to be revised, supplemented and finalized in order for the Plan to be practical and feasible when being implemented. The drafting agency is kindly requested to consider renaming the Plan and redefine the general and specific objectives based on the Government’s regulations and the practical results. Therefore, it is necessary for the drafting agency to ensure that the analysis, assessment and data in the objectives, the tasks and the proposed solution are well-grounded and feasible. It is advisable to select and pilot a number of schools at grassroot level. After evaluating the effectiveness, the drafting agency will propose implementing the Plan at a large scale. Regarding finance, it is important to clearly define which tasks need normal expenditure from the budget, which tasks need expenditure from investment projects, to avoid the fact that the Plan is approved but there is no finance for the implementation.  

Basically, the members of the Review Board agreed to the content of the Study Report for the Workshop that was prepared by the Union. The specialists and managers made comments and assessments to clarify the points of view in a frank and objective manner.

After the Workshop, the PUSTA will finalize the Review Report, report to the Chairman of the Thanh Hóa Provincial People’s Committee and send to and ask the Department of Education and Training for the finalization of the Plan according to regulations.
