Maximize the contribution of experts to the activities of VUSTA

Speaking at the opening of the workshop, the General Secretary of the Vietnam Union of Associations, Mr. Nguyen Quyet Chien said that the Vietnam Union of Associations is a socio-political organization of a team of Vietnamese scientific and technological intellectuals gathering, uniting, promoting the creativity of Vietnamese scientific and technological intellectuals domestically and internationally, serving the cause of industrialization and modernization of the country, contributing to socio-economic development and defend the Fatherland. Currently, the Vietnam Union of Associations has 3.7 million members, including 2.2 million intellectuals (accounting for 32.5% of the country's intellectuals). Over the past time, in order to well implement their functions and tasks, organizations in the system of Vietnam Union of Associations have had to mobilize and gather a lot of experts and scientists inside and outside the system. The seminar aimed to recognize the achieved results, problems and difficulties in the cooperation process; then, propose solutions and mechanisms to continue to maximize the contribution of experts outside the system of Vietnam Union of Associations in the coming time...

According to Mr. Pham Van Tan, the former Vice President and General Secretary of the Vietnam Union of Associations, the activities and contributions of the team of scientific and technological intellectuals, especially the team of leading experts and scientists. the first is a decisive factor in the quality and success of advising and proposing to the Party and State on issues of guidelines, policies and major projects of the country in developing the organizational system, apparatus and implementing professional tasks of the Vietnam Union of Associations. Therefore, the Vietnam Union of Associations is interested in this team, especially the force that is considered as an expert operating in the system and outside the system of the Vietnam Union of Associations in order to maximize the effectiveness of the contribution of intellectuals when participating in activities of the Vietnam Union of Associations. Mr. Tan made a recommendation to prioritize the use of experts for 3 important issues, which are: experts participate in consulting, proposing and advocating policies of the Vietnam Union of Associations; experts participating in consultancy and support related to the organization and personnel of the Vietnam Union of Associations; experts participating in international cooperation activities and mobilizing Vietnamese intellectuals abroad.

According to the former Vice President of the Vietnam Union of Associations, Mr. Phan Tung Mau, it is very difficult for the Vietnam Union of Associations to attract and use experts outside the system. Because, the Vietnam Union of Associations is an organization with the function of gathering the force of expert intellectuals of the whole country, having full expertise in all fields and professions throughout the country, including many leading experts in our country. However, several industries and issues need the participation of experts outside the system of Vietnam Union of Associations.

Therefore, according to Mr. Phan Tung Mau, the Vietnam Union of Unions needs to develop a "4 Construction" plan that is: Developing a task plan that needs to attract and use experts; Building a data bank of experts; Developing forms to attract and use experts; Developing mechanisms and policies to attract and use experts.

Proposing solutions to unite and use a team of domestic experts to participate in activities in the system of Vietnam Union of Associations, Vice President and General Secretary of the Vietnam Psycho – Pedagogical Association, Mr. Nguyen Ngoc Phu said that the Vietnam Union of Associations should pay attention to and coordinate well with member associations in professional activities; proactively have many initiatives, being creative in terms of forms and methods of coordination, forming intellectual clubs - a place to exchange, consult, critique, and propose solutions to address outstanding problems in the political - economic - cultural - social - technological - educational and training fields of the country; well implement the strategy of "recruiting talents" and make the most of the democratic, open, transparent and fair mechanism in detecting intellectuals and experts for national construction in all fields.

Also at the seminar, many experts said that it is necessary to pay attention to the mechanism and policy of intellectual remuneration; organize many activities, especially critical consulting, social assessment and communication activities to disseminate scientific and technological knowledge with the aim of connecting intellectuals to participate, and contribute ideas on scientific research, and technological transfer…
