The 10-year journey of establishment and development of VUSTA’ s affiliated organization
Established in March 2013, the Institute of Policy, Law and Management (affiliated to The Vietnam’s Union of Science and Technology Associations - VUSTA) is about to celebrate its 10th anniversary of establishment and development.
In the initial stage, the Institute has made great efforts to overcome difficulties and is firmly moving on the path of development. It is now one of the strong units affiliated to VUSTA.

As a scientific organization specializing in research of policy, law and management, over the years, the Institute of Policy, Law and Management has always combined research with the dissemination of knowledge on policy, law and management in the integration process of the country. That is also a long-term direction and one of the strengths of the Institute, which actively contributes to the dissemination of knowledge on policy and law to the social community in a quality and effective manner.
During the process of establishment and development, members of the Institute, with their capacity and prestige, have participated in a number of research subjects, attended many workshops, participated in many surveys together with a number of other research institutions. These works are aimed at providing scientific arguments for the guidelines and policies of the Party and the State in order to strengthen solutions for implementation, education and fight on prevention of degraded morality and lifestyle; to implement the Politburo's Directive on continuing to promote study and follow Ho Chi Minh's morality; to promote democracy at grassroots level; and to inspect and supervise Party officials and as public authorities by mass organizations.

In 2021, despite extremely difficult conditions due to the Covid-19 pandemic, together with the Vietnam Integration Magazine, and the scientific theme on "Solutions to improve the effectiveness of settlement of administrative violations in Hanoi", the Institute published more than 700 scientific articles and issues related to the dissemination of policies and laws.
In order to provide more information and intensive research on pressing issues of Vietnam and of the humanity, the Institute has cooperated with Vietnam Integration Magazine to prioritize publishing the latest issues, scientific themes specializing in the fields of policy, law and management in the course of integration and development.
During a long period of social distancing due to the Covid-19 pandemic, the editorial office still received many enthusiastic, knowledgeable and scientific research articles and a great number of them were published, which proved special interests of scientific researchers, scholars and reputable journalists in current issues, and this also demonstrates the role and great efforts of the Institute.
Many research articles focus on problems, analyzing and clarifying thoroughly with a sense of responsibility in the implementation of policies, laws and management in science in the country; the implementation of the Resolutions, the macro executive direction in order that each decision will bring about expected impact; replicating best practices, offering valuable experience as well as laying out inadequacies and risks, which has contributed to the implementation of policies, laws and management in the field of science in line with the development trends of the era, and contributing to the country's development and integration.
Trade Union Congress of the Institute for the term 2020-2023
In 2022, following the Institute's policy, the publication of scientific subject on the Integrated Vietnam Journal continued to be promoted. For a period of 10 months, 21 editions were published, with nearly 400 scientific and articles, which better meets the demand on dissemination of policies and legal knowledge.
In addition, Vietnam Integration Magazine and the Institute actively organized the implementation of the socio-economic-cultural themes for localities and scientific themes for agencies and schools; for example, publishing scientific articles provided by Saigon International University. The work is highly appreciated by localities and agencies/organizations.
In particular, based on the criterion of dissemination of knowledge on laws and policies to the public, businesses and social community in the most understandable and effective ways, since September 2022, the column of Disseminating Legal Knowledge (in the form of Video) has been implemented by the Institute and the press agency on the Electronic Vietnam Integration Magazine, and on the Electronic Law Management Magazine, to serve the aim: All citizens live and work according to the constitution and laws; All citizens are equal to laws.
In addition to transmission of content through legal and policy researchers in an easy-to-understand way, the column also introduces basic points of each provision of law, guiding documents and books, reference materials so that all citizens can quickly access the contents and provisions of each law. It is also necessary to examine and analyze issues related to the actual implementation of existing policies and laws through the content of each article of the specific law.
The Dissemination of Legal Knowledge column not only opens a new direction in the dissemination of knowledge on policies and laws of the Institute, but also helps improve the efficiency and spreading of the laws, which align more closely with the social community.
The Institute held a scientific workshop: Research and development of Vietnamese Agarwood - Current situation and Solutions
Another important function of the Institute, which has been organized and performed with high quality in recent years, is organizing workshops and scientific seminars on policy, law and management.
In the year 2021 and the first 10 months of 2022, there have been 14 scientific workshops on legal policy and management organized and coordinated by the Institute. For example, on the occasion of the 75th anniversary of the Vietnamese Constitution Day (1946-2021), on November 9, the Institute and the Magazine jointly organized the scientific workshop titled "75 years of the Vietnamese Constitution" at the Technical University of Ho Chi Minh City and organized a workshop to celebrate the 75th anniversary of the Vietnamese Constitution (1946-2021) and to celebrate the Vietnam Law Day on November 9 at Saigon International University. Following the workshops and seminars, the Vietnam Integration Magazine published thematic issues of in-depth scientific research on policies and laws as well as participated in the propaganda of the Vietnam Law Day in printed magazines and electronic ones.
In July 2022, the scientific workshop "Research and development of Vietnamese Agarwood - Current situation and solutions" was co-organized by the Institute of Policy, Law and Management. Following the event, a scientific theme on proposed research content and development policy of Vietnam Agarwood, was published.
On October 8, 2022, on the occasion of the first National Digital Transformation Day (October 10, 2022) and Vietnamese Entrepreneurs' Day (October 13), the Institute of Policy, Law and Management and the Vietnam Integration Magazine co-organized "Scientific workshop on Digital Transformation in Business Development" with the participation of experts, scientists and representatives of nearly 100 businesses.
The Institute of Policy, Law and Management also actively participates in fostering and training human resources in different activities such as joint training at universities and post graduate schools; teaching, participating in writing textbooks, guiding students to make thesis and dissertation.
In addition, the Institute of Policy, Law and Management has cooperated with a number of agencies/organizations to organize or participate in programs and events to honor scientists, teachers, and managers who have recorded remarkable achievements in its activities, contributing to the cause of innovation and integration of the country.

In recent years, the activities of the Institute of Policy, Law and Management along with the development of its Vietnam Integration Magazine have been very proactive and determined in light of difficulties and challenges. As a result, the Institute has created a solid foundation for long-term development on the basis of solidarity and high consensus within the Institute, the leadership role of the Party organizations and the operation of the Trade Union of the Institute. This is also an important premise for the Institute of Policy, Law and Management to continue to develop and enhance its position in 2023 and the following years.
