Virtual dialogue with VUSTA’s press agencies

Ha Noi, August 26, 2021, Vietnam Union of Science and Technology Associations (VUSTA) held an online talk on with VUSTA’s affiliated press agencies. The talk was aimed to acknowledge aspirations, requests and recommendations towards building strong, self-reliant agencies.

In his opening speech, Dr. Sc. Phan Xuan Dung informed the plan for an interdisciplinary mission from the Ministry of Information and Communications’ Central Propaganda Department and Vietnam Journalists Association coming to work with VUSTA leadership. This is the first activities amongst many major interdisciplinary missions, which represented the government and Party’s great interests in science and technology press within the VUSTA system.

The work will be carried out 2 years after press planning, with the goal to re-evaluate the entire press work conducted by VUSTA and its member organizations, including management; duty fulfillment; process of licensing, appointing, dismissing, giving bonus and disciplining; and party committee level leadership for VUSTA press activities in order to formulate solutions to existing issues and increase efficiency in the upcoming period.

The current VUSTA membership press system consists of 01 independent press agency - “Litercy and Life”, 21 press agencies under member institutes, 47 press agencies from member associations for a total of 69 agencies. If academic journals from national associations are also included, there will be nearly 90 press agencies, not to mention digital newspapers or internal newsletter.

Dr.Sc. Phan Xuan Dung emphasized the strength of the VUSTA press system. The talkshow aimed to acknowledge the wishes of press agencies, as well as requests and recommendations towards strong, efficient, oriented agencies capable of utilizing their strengths and VUSTA’s role in administering, operationalising and connecting press agencies in the system.

In his press planning results for the 2019 - 2021 period, Mr. Nguyen Quyet Chien, VUSTA Sec-Gen showed that VUSTA has had a clear orientation for Associations nationwide to organize their member newspaper and journals, with newspaper becoming journals. Local unions will organize their member newspaper and journals, merging with provincial press agencies, changing into newsletter or disbanding. Member science and technology organizations will organize their press agencies so that journals under an institute remain unchanged, but journals under a center or agency must be upgraded to an institute or be transferred to other institutes (new managing bodies in accordance to press law).

Sec-Gen. Nguyen Quyet Chien also regarded that during press planning, VUSTA has received considerable cooperation, assistance and help from the Central Propaganda Department and the Ministry of Information and Communications. As such, difficulties and challenges that VUSTA, national associations, local unions, member science and technology associations and VUSTA press agencies faced have been dealt with.

At the dialouge, there were 10 statements on the activity results of their respective press agencies after the planning. For example, an agency fully transformed its newspaper into a journal, all in accordance to press law and existing legislations. Other agencies have also created their own marks, steadily developing…

According to Dr. Nguyen Binh from Journal of Mining and Earth Sciences, there are difficulties in appointing an editor in chief. Rules require the appointed individual to be no more than 55 years old, but most association members are retired. They have the expertise and experience, but the rules create challenges in appointing the role.

Dr. Nguyen Truong Tien from VIASEE believes that there needs to be a range of programs for journals in the same system to connect, share and deliver information together, creating a positive public opinion…

Dr. Dang Dinh Chan from Vietnam Integration Magazine proposed a motion: VUSTA needs to increase information exchange and sharing to help news agencies access funding, projects and businesses; VUSTA should patronize news agencies’ activities regarding VUSTA’s general activities; VUSTA can continue organize regular conferences, training courses, specialization training, press major for press agencies. Moreover, press agencies need to be tied more to VUSTA’s general activities. Agencies send their publications to VUSTA, from which VUSTA can assess and commend excellent press individuals and agencies on every June 21.

After receiving the opinions, President Phan Xuan Dung remarked “We should be proud of VUSTA press and the individuals working at it. They are an inseparable part of Vietnam’s revolution press. There are rarely any department, any division or union that has as a diverse press system as VUSTA.

Dr. Sc. Phan Xuan Dung also revealed that many VUSTA journals are credible in the Vietnamese journal scene. Journals from member associations and science and technology organizations are highly scientific, trusted, cited and have a large reader base. Journal writers, especially specialized journals are science and technology workers, credible specialized scientists, professors, doctors, doctors of sciences, etc.

These elements make the credibility of VUSTA and of the country’s science and technology field. Besides journals that are recognized domestically and internationally with lots of readers, there are also ones that are struggling to survive, facing many difficulties in maintaining operations.

Many papers, journals or websites are not focusing on their main purpose - developing science, technology, education, training, science and technology rebuttal training and technology transfer. These activities are not relevant to the ultimate goal, which affects their own credibility, followed by the overseeing science and technology associations’, then VUSTA’s, or the entire nation’s science and technology field in broad terms.

According to President Phan Xuan Dung, solutions are needed to bolster VUSTA press activities. Connections must be established among agencies, journals, websites and their overseeing organizations and VUSTA. VUSTA is a sociopolitical organization for Vietnam’s science and technology field, which is why agencies, journals and websites operating according to their own purposes must also follow the Party’s guidelines and laws, as well as the law and VUSTA’s guidance.

Excellent news agencies are commended by appropriate means and they take pride on such commendations. Pride is the fulcrum for growth. Moreover, agencies that are not fulfilling their duties must be monitored and assessed for the sake of science and technology development, as social stability needs to be constantly reminded. It may be accidental but it can also be intentional. As such, monitoring, assessing and warning these agencies are important.

Ending the dialgoue, Dr. SC. Phan Xuan Dung made a call “Any newspaper, any journal that do not have a reader base do not have a market, and as such, cannot grow. We have 3.7 million members nationwide, so I suggest everyone to have more care about the newspaper, journals and websites from VUSTA. Spend 30 minutes a day to find and read our newspaper and journals. Reading our paper will show your love for VUSTA”.
